I can't do kapalabhati while pregnant or menstruating, why is that? Also I have herniated discs and can't get into the positions to help drain the nose, what else can I do?

The purpose behind kapalbhati /forceful exhalations through nostrils is to eliminate the water left in the nostrils after you complete jalaneti. But kapalbhati is contraindicated in cases like pregnancy, menstruation or herniated discs because this may make the problem severe.

So, in order to eliminate the water from nostrils after the jala neti, you can slowly exhale while being careful about the above situations till the nostrils are internally dry. You should prevent the pressure on the abdomen (because of pregnancy) as well as jerks on the back (because of slipped disc) while drying your nostrils. You should also use the cotton cloth so that maximum moisture inside the nostrils can be absorbed into it. Surely, this will take long time as compared to kapalbhati but this seems to be safer. You should also consult with your physician.
