Hatha Yoga Pradipika defines seetkari pranayama as

Sitkam kuryat tatha vaktreghranenaiva vijrambhikam,

Evamabhyasayogena kamadevo dvitiyakah

By drawing the breath in through the mouth, make a hissing sound, without gaping and exhale through the nose and by practicing of which one becomes a second kamadeva – beautiful person.

This pranayama is done by folding inward the tip of the tongue and pressing the root of the upper palate with the tip of the tongue. The folded tongue slightly comes out between two rows of teeth and provides a narrow opening on both sides. Now, suck the air through these two sides. The air diffuses throughout the mouth and move down the trachea into the lungs. – Puraka

Retain for a moment, or as per your capacity  - Kumbhak

Exhale out the warm air through nostrils – Rechak.

This is one round. Repeat for 5 rounds.

This is cooling pranayama and therefore should be done in summer only.
